Mr. Dale Roskom


First Vice President, Chief Operating Officer

 

Dale Roskom is first vice president and chief operating officer at the Federal Reserve Bank of Cleveland. He is responsible for the Bank’s financial services, which include cash processing, check clearing, electronic payments, and savings bond processing. He also oversees related support functions, such as information technology services, financial management, human resources, protection, and facilities.

Prior to joining the Bank in 2010, Mr. Roskom led his own firm, Roskom Consulting Group, LLC. From 2006 to 2008, he was an executive vice president at National City Corporation where he was appointed chief risk and credit officer in 2007. Before joining National City, Roskom served as chief risk officer of Barclaycard UK, the consumer lending arm of Barclays PLC. He also served as finance director of Barclaycard’s global businesses.

Mr. Roskom has held executive positions at First USA Bank (Chase Card Services) and the Australia and New Zealand Banking Group in Melbourne. He began his banking career at First Bank System (now U.S. Bancorp), and gained extensive experience in credit risk management, finance, and strategic planning during his 14-year tenure with the firm.

Mr. Roskom holds a bachelor’s degree in accounting and a master’s degree in finance from the University of Wisconsin-Madison.

Mr. Glen B Gainer III


West Virginia State Auditor


GLEN B. GAINER III was elected West Virginia’s 19th State Auditor in November 1992 and re-elected November 1996, 2000, 2004 and 2008. Auditor Gainer earned his Bachelor’s Degree at the University of Charleston, and attended the Washington Center for Learning.

As State Auditor, he serves as the State’s official bookkeeper, Chief Inspector and Supervisor over Public Offices, Securities Commissioner, and Commissioner of Delinquent and Non-entered Lands.

Auditor Gainer serves as Vice-Chairman of the West Virginia Consolidated Public Retirement Board; Trustee on the West Virginia Investment Management Board and is Chairman of its Audit Committee; Trustee of the West Virginia Board of Treasury Investment and Chairman of its Investment Committee; Chairman of the Interstate Commerce Appeals Board; and a member of the Board of Public Works as well as several other State Boards and Commissions. Auditor Gainer also serves as Chairman of the Board of Directors of the National White Collar Crime Center; President of the National Association of State Auditors Comptrollers and Treasurers; President of the West Virginia Jump Start Coalition; Past President National Electronic Commerce Coordinating Council; Past President of the National Association of State Comptrollers and was listed in Who’s Who in American Politics. Additionally, Auditor Gainer is active in local church and community activities.
